I understand you would like your questions answered accurately and appropriately but it takes a higher learning standard in order to come across the right way...(This does not mean only education)
Example there are many lines of work that are dangerous!
It is imperative that one understands their limits and know their abilities in order to conduct what ever they want to do...
What if anything are you exactly asking or making a statement there of from above?
So we can and will continue to answer any of your questions in as a colorful method we can. But, you must understand that when push becomes shove you are now alone and must rely on yourself to accomplish that goal or come out of it alive and unthreatened...(So to speak)
Please also remember that if you have allowed any situation to escalate to such a situation like the manner in which you are speaking/writing then you need to think about what you are doing and why you are doing it.
It is imperative that you do not step on any toes nor do you get any of yours stepped on!
Take care of yourself and remember to always talk any situation down and leave your firearm as a "last resort!"

Now listen! "Open Carrier" is a familiar phrase since probie days. Since No one likes to receive tickets. I rely on my portable walkie-talkie (motorola) radios to work. In apartment dwellings as well. Where as cellular phones cant pick up this transmitted signal.

If someone do not want to process a paper (esp. when they are to appear in court) and do not want to take it, then you should send it by mail but it should be certified. This means that they before the mail man or woman hand over the package, then they should show and ID and once the packaged is hand over, they cannot give it back to the mail person. Instead, they have to keep it and appear before what judge or whatever they are suppose to appear to. This would help you because the court would know that the pacakage/letter was picked up by the right person and "was or in fact" picked up. Remember they have to sign for it.

TO All Members,
AS a Process Server for 15 yrs never send a serve in the mail unless you are so told to by the court of venue that the papers wrote in as in alot of States this is not a proper service and will be null and void. Always remember that you have to serve your papers by the law in the state that they were wrote in. "ALWAYS NO EXCEPTIONS"
